Implements enhancements to support on-boarding of mobile users, along with general functionality to support the Mobile Sales Tool (MST).

Created SYS.mobileusers group role which prevents a user from seeing anything in the DAM, but give a user full view access to all assets in MST.
Added the ability for admins to create a user without causing a confirmation email to be sent out (Creates a user, sets a password, and assigns user to a group)
Added the ability to send a URL for an asset to a user.

Fixed an issue associated with selecting/updating assets to ensure all records are visible in DAM/MST
